i just vote for the fella (or lady) who seems best on local issues...

if i don't know, then i vote for the person that i dislike the least!

How about "If you don't know, read this." That said I voted 'don't vote' as uninformed people taking decisions is probably, on balance, a slightly worse option than uninformed people remaining uninformed and minding their own business.

And how about another option? If you don't know, but voted no last time, and suspect that they'll keep asking till you say yes...?
