I've been through all this a few months ago when I started collecting.
To use/collect/produce less than 2500 litres per year - no license or waste carriers permit or other registration required.
A waste transfer note should be given to supplier/owner - but not a legal requirement
I rang local EA for confirmation and they explained all the above to me.
