Just got back from my NHS check up (£16) but I was supposed to make an appointment for the hygienist which they want £45 for, as their hygienist is private. What a rip off. Told them I'll clean my own teeth

Mine said the same but you do not have to pay. Your dentist has to clean them for you if you do not pay private. Also you do not have to pay.
The £16 fee includes the clean. If the dentist refuses you can report them to the NHS because this is the law. What they have told you is wrong.
