Steering wheel aid / loophole??

When I phoned the SVA centre to ask some questions about the test the other day I was advised to fit the above and to tick the disabled box on the form due to a certain loophole.

My question is, why?

The dealer I bought mine from does this to all his imports then removes the aids!
