id expect most modern stuff have something fitted, but not all are fitted both front and rear, think some early land rovers, discos etc werent fitted with any.
northen ireland have different system to us i think theres start when there vehicles are 4 years old but i dont know that much about there testing to be honest, only other difference is the welsh can get a vt20w (basically same but wrote in welsh)
