do you put collar and lead on before you go out? make sure when you leave house you leave 1st, don't let dog through door first. also, if he's too eager to get out make him stand/sit/lie by the door with it closed then opened until he's calm then go out the house...if you're already doing this, what about his diet? also, a good behaviour correctioner whilke on lead if pulling is a bottle of water that you can squeeze in face when they disobey/pull/don't do what you want.
i swear, it was like that when i got here...

If he pulls let him have more lead and do an about turn (continental check)
walk him back until he pulls again then repeat, this way pulling does not become a game and he then learns you are boss. my pup is a year old lab. she walks 18 inchs in front of me on the left leading but never pulling she has been doing this for 7 to 8 months.

by the time she is 21/22 months she will be out with her new owner so age does not come in to it.

          good luck

Try changing the food you feed him some dogs respond bad to the addetives in food. I had the same problem and the difference was unbelivable try getting fresh hearts from the butcher and feeding them raw!! also that typ of dog is going to need ALLOT of excersise!!
