It is bead sealant and it should stay up even if it's not used as long as the rim is in good shape and cleaned properly. Ask at your local tyre fitters and they will point you in the right directon as to where they get it from.
I took a leaf out of your book matt and when i was last at them wanting something done, and pricing tyres they were expensive to say the least, so i proceeded to tell them that they were effectively stealing and could stick theyre tyres up emselves. Remould 31's £98 each!!!! Thats a complete joke.

it's also a lubricant to help the bead slip over the rim. I've normally used either Swarfiga or washing up liquid with the same effect
