usually when your turbo goes, you loose boost not overboost, so as everyone says, id look elsewhere.
saying that, your actuator (the bit that works your wastegate) normally becomes weak over time (again resulting in loss of boost) not stronger.
from what you've said, sounds like a boost control issue to me, not too sure how this functions on the diesel, but id presume you have a MAP sensor which tells the ECU what pressure the engine is receiving, check the wires and pipe work there..
