As the majority of the cost is tax, then the only way forward is for everybody to use veg oil, therefore the government gets no tax, and then they get hit in the pocket, although the down side is, through lack of funds, they have to make up the loss of revenue by increasing income tax, or putting 70 pence tax on a litre of veg oil!
Either way the government will screw the voter/consumer/tax payer out of most of their wages and p1ss it up the wall.
