A mate has a 2001 Corsa, his tax has doubled this year compared to his old pre-tax emission band for a older but identical car.

don't smaller cars have 4 seats?
they live in Richmond!... there's regular buses!!

only problem i see with this as a green tax, it that it's not poluting when it's parked!!... would be a different story if they were taxing the pay and display in town and subsidising the public transport fares with the money.
