Up until a few years ago, imported vehicles were given registration numbers current at time of import
I'm not sure exactly when the law changed, but if it was after 1997, and this was imported in 1997, the DVLA would have allocated a 1997 plate.
Now, if the seller claims it's a 1997 motor, (s)he's breaking the law, but if (s)he just says "R reg", it's legal
Of course, if the law changed before then, someone ought to report him/her.

A thread was running a couple of weeks back explaining how to read the vin plate. I checked and mine was made in Dec 1992. And its plated for K 1992.
