Stupid Heater hose clips

How do you undo those silly heater hose clips that look like a split pin with a metal band wrapped round the hose. I need to undo a couple to replace the hose which connects the two metal pipes together as its got a kink in it. I was hoping to undo them straighten the pipe and either tighten them back up or replace with jubilee clips. I understand the hose internal diam is 16 mm(5/8)inch just in case I need to replace it.

I just cut them off and replace with jubilee clips, you can untwist the split pin bit to loosen them, but they arn't easy to reuse.
