Advice on suspension wanted

My surf is rather a hard solid ride. The measurement from rim to fender is 10 1/2'' inch as far as I am aware this should be around 13 1/2'' from the factory.
The wheels are 16'' rims with 245x70x16 Tyres fitted.
Can anyone suggest what has been done to achieve this drop in suspension and would fitting new rear springs and front torsion bar adjustment bring it back to standard?

if the rear end has sagged then you need to get new springs and it should lift it back to normal height
