I have just spoken to DVLA regarding the new tax levels - specifically as to what reg date I have to use when renewing the tax disk:
Built 1996, first registered in the UK, Sept 2005.
The good news: because it has a "P" registration, it counts as pre-March 2001 for the purposes of VED rates.
RESULT!!!
