Is it illegal to tow someone behind your car on a snowboard do you think?!

It is illegal unless they are wearing a seat belt with exception to that person obtaining a seatbelt exemption certificate, from their doctor! which meansyou have to be
1. hevily pregnant
2.extreamly overweight
3.or other servere medical reason for not wearing a seat belt????

only other way you can do this is by being on private land with no public access and even then you could be charged with wreckles driving.
