I do know that to offer a fine is illegal.
"That all grants and promises of fines and forfeitures of particular persons before conviction are illegal and void".
Our rights, as laid down in the statute books, unchangable or amendable. The bill of rights 1689. (http://www.constitution.org/eng/eng_bor.htm)

So now you now what to write on that next parking ticket you get and send back to the issuing authority.

50mph dual carriageway (only recently reduced from 70mph).

It's believe it is illegal for a memner of the public (does this include scameras, they aren't police?) to take pictures of other members of the public without permission, though this would be difficult to prosecute. How the hell would you take holiday photos etc? There's almost always other people milling around.

Something to do with incidental background subjects (innocent) and intentionally taking someones photo without their consent.
Human rights or civil liberties or something like that.

                    bugger it

you might go to court and contest it, seeing as how there are two cars visible withing the same image.

Either way you might consider buying a 'garagedooropeningdevice'
which will stop any further happy-snappers recording your speed

                    Not illegal in the UK.
