Manage Attachments

It seams that my "Manage Attachments" does not work, not unless I am doing somthing wrong?
When I you start a thread and scroll down to Manage attachment and click on it, is a Browse box meant to apper because I don't get one! so I can't browse for my picture files. Or am I missing somthing?

a box comes up with a space to type the file name in... then click browse next to that.
