Horn relay

Need to replace my horn relay on Gen 3 Hilux surf.
Got the entire lower dash panel off but still can't find the horn relay.
Is it behind the side valance in the drivers (RHD) footwell? I've tried to remove this to check but am struggling. Before I get brutal with the side plastic valance, is the horn relay there? If so, is there a trick to removing the valance?

I believe it's the second down, on left of main relay and fuse box drivers side.
