Diesel starting trouble

Not related to surfs, my work kangoo van has started playing up in the mornings when I try to start it.
Glow plug light comes on, goes off and then ten secs later comes back on again. takes 20/30 attempts to start it......

Relays working, plugs are new, new fuel filter and no air in lines........ ANyone suggest anything else to look for please?

Once it's been started it starts fine for the rest of the day.

Is there a seperate fuse for the glowplugs? It may have blown. The relay will work seperately from the glowplugs, as it gets it's signal from the ignition switch.
