3rd Generation EMS codes

I'm new to this forum so I apologise if this question has already been answered elsewhere.
I have a 1996 3.0 TD Surf with an intermittent fault, which is something to do with the EMS. The warning light comes on periodically and there is an associated partial loss of power, although the vehicle is still drivable.
I've managed to find someone with the diagnostic software and the fault is identified as No. 14, corresponding to an Ignition Signal Circuit Fault.
However, both myself and the local garage are none the wiser as to what this could mean. So I'm wondering if anybody else has had this fault and if so what the common causes might be.
