From what I can see, from the photo, if it's the small slot on the right hand side of the hitch, then it's where a stabiliser would slot in. The turn key thing on the side of it is used to tighten it and hold it in place.
If you do a search of bulldog stabiliser in Google, it should bring up images and details of what it does.
