engine surges between 2500 and 3000

Ok I can find some of these but not all of them in one thread.
Part of the problem is my knowledge base also.
My problem is the engine surges,it lacks power up to 3000 rpm, i can hear the turbo kick in but no turbo light, when it surges the engine runs way better but shows the amber engine light on dash, if i stop and turn engine off it clears it.
help me , I have 2l-te 91 plate i can put up all the engine numbers and how do i get access to the fault codes ?

will investigate that, also i have a hose missing byt the looks of things
