Surging

I have a 1996 3rd Generation surf which has an intermittant surging problem. All the usual filters have been changed and there are no air leaks in the system. A diesel specialist can not find the fault and of course when he tests it does not appear. His only comment is that the car appears underpowered. Any ideas ?

Check all your hoses.

I recently had this problem on my other car (non surf), and it turned out to be a split in the hose between the turbo and the engine intake.
