Just had a thought. Are you using a multi meter or a light to check the glow plug rail? There are 2 voltages supplied to the glow plugs (10.5 & 6.5 I think) so only the 10.5 will light a test lamp.

That doesn't explain the relay only energising for a few seconds though. I take it mine was the same?
Do you know that, with a 50 character limit, it's

How old is you Surf Gen 3 Surfs have fast start glow plugs the timer interval on the relay is very short if you fit after market glow plugs then they never start as well mind you the Toyota price is steep.

not sure if the 3 gen is the same but the 2nd gen lighton the dash goes out within a second, you then wait 20 seconds, hear a click from the passenger footwell turn th key and it starts first go.

I think the coiled spring dashlight is just to let you know the system has power, the clicking relay lets you know the stuff is warmed up. Hazzo

I hear the click long after the light goes out on my 2nd gen, then a beeper sounds like the reversing one except a continous tone ( like door open left lights on) and pop starts first time.

Got my electric ariel working too now

On the 2.4's you will get the beeping once the relay clicks but you don't get that beeping on the 3.0l's and the relay click is alot quieter on the 3.0l's then the 2.4's

It SHOULD be ready to start when the light goes out, waiting for the click just means the plugs have had longer to glow for, and get a little more heat into the swirl pots for when you start it.

The down side of waiting for the click is they are on for a shorter time once its started, cos normally it would be running by then,so may be a little lumpy initially.

but a longer wait before starting will help an older worn engine start better no doubt.
