Alloy wheel size

Can any one tell me why my after market alloys measure 16" diameter but have 31x10.50 15's Dunlop grand trek at2's

I know i'm being a bit dense, but It don't make sense to me!

I'm missin the point somewhere!

are you measuring the outside of the rims?remember them have 1/2 " rim either side...
