Sagging Front Shocks!

Can Anyone Tell Me Is There Any To Relift My Front End Up On My Surf 130 3000cc Its Looks Lower Than The Rear My Old Surf Was Level? Do Front Suffer From Sagging Can U Adjust The Torsion Bar?

just give the bolts a good soaking with wd40 a day or so before hand just so they can be adjusted easier
