Its the rear brake proportioning valve, one end on the panhard rod, and the other end is fixed to the chassis, so the rod moves the more weight the truck has in the back (axle nearer the chassis), and it alters the amount of braking the rear axle gets with different loads in the back.



In other words, it stops the rear end over taking the front when there is nothing in the back and you brake hard.
