will it or won't it start????

i've got a 92 2.4td surf sometimes it will start on the button and other times it does nothing but turn over as if it's out of fuel, the ecu has been tested and they say everything is ok with it, the only way to start it when it's playing up is to turn the screw on the spill control valve all the way in start it so it make a james bond smoke screen then wind the screw back out, it will run fine then for a couple of days, i've read various post on here about similar problems the voltage to the spill control is one wire has batt voltage 12.33 the other has between 4 and 6 volts just wondering if anyone else has had similar problems

as you are turning the engine over get somebody to pump the plunger on top of the fuel filter it could be that it is draining back i had a simular priblem with my truck also it might be worth changing the fuel filter aswell.
