LN130... Rev counter (tachometer) problem

Just got my '92 2.4 manual Surf, and there's a problem with the rev counter
When the ignition is switched on, just before starting, the green "turbo" light comes on (which i think is normal?).
When starting, the revcounter twitches and then stays on 0 and doesn't move. Also, whilst driving, the green "turbo" light doesn't illuminate when on boost????
