whats happened here???????

whilst looking at my water today i noticed this bit of wireing by the previous owner!
i have no idea and he seems to have disconected the plug from the "black box" as you can see in the pics
what has he done??
p.s. there are front fog lights he has put on the car has he butchered to put them on?

Looks like he by-passed the relay, not a good idea. Do those blue wires go to the spotlights?

yes i think so
what does that relay do?
its an headache at the minute its in on tuesday to have the alarm fitted so will ask them to check it out

Basically relays help prevent wires and switches burning out.
One of those wires must go to the battery, find it and snip it off if I were you, then re-wire the spots safely as in the pic......
