faulty speedo

Hi can anyone help with an intermittent speedo fault?
When idling at a standstill the speedo sits at around 20-30mph, this only happens whilst the engine is running, with ignition on and engine off it does not happen. Do not know if this would affect the speedo but when checking the transmission fluid level it sits at the upper level when cold (possibly overfilled). Do not where to start is this mech or electrical fault, any suggestions or similar stories appreciated. Cheers in advance.

Sorry m8 it is a 1994 3.0 ssrx with auto transmission.
