Help re dimming lights and M.O.T fail/pass

Hi i had a problem with my surf with the lights going down to dim on stopping, it wasn't an earth problem but an add on in Japan ( as it is polite to not shine headlights on stopping at lights !!!)
My auto electrician has finally sorted but i am left with normal beam and high beam .no low beam IS THIS AN M.O.T FALIURE or will normal and high surfice many thanks again damian

MOT requires main and dipped beam only, I can only presume that you mean dim dipped beam when you say low beam, this is not a requirement in the UK
