Not to sure but the rule is that if there is no visable keyhole to switch the airbag off then no is the answer . Normally a switch offable airbag has a great red ring round it to highlight the fact .
Only other way is to have the system disconnected at the airbag ECU but would require airbag ECU reset if required in future . If a vehicle has a airbag warning light the system has to work for the MOT . So if light not working and system disabled should be OK
