stay long to glow

Thanks for acceptance in this forum. I have a hilux surf electronic diesel 1994
with turbo. When you turn on ignition the engine check light comes on dim and gradually gets brighter. Also it takes sometimes between 5 - 15 minutes before the glow light comes on after about 0.5 sec it will start. But during the waiting time for it to come on you will hear the relay energizing. You will not get a voltage to the glow plug during that time. After the relay is probably energize then a voltage will be present.
Any ideas where the source of this problem can be?

im still wondering if its the relay because the vehicle is still glowing withoput the relay. So what do you think
