wires on fuel filter

can someone tell me what the wires going to the bottom of my fuel filter are for. they are near the drain plug , its not a heated one from pics i seen on here.

It tells you if you have water in the filter.

And the drain plug is so you can run the water off if the warning light in the cab comes on.
