    Is it possible to convert the two lap belts in the back of my surf into the full chest belts without too much hassle?

    yes, as I recall (i think it was Poppy) ordered a set from local Toyota dealers two inertia belts and all parts about £120 or there abouts.
    Try a search for your query, also try breakers etc for the parts.

        bought mine from Rough Trax for about £60 each. Not a hard job to do, just fiddly.

          How do they fix on the side of the truck at the top ? is there a nut under the plastic trim? they locate into..

            rear seat belts

            you have to remove the plastic trim in the back and the anchor cover near the roof, above window, the kit comes complete with the hangers that support the belt from the roof. All bolts etc. are included. It really is as simple as removing three bolts and replacing the new parts with another three bolts, then replace the trim. If you look at the trim behind the rear seats you will see cut outs that the new belts feed through.
