just had my mot and it failed on emissions,so a diesel mechanic told me it could be because japs emissions are higher than limit over here but he also said because surfs have an electrical pump it is expensive to adjust, seriously need to get emissions down,if its running rich how easy is it to reduce?

The Hilux engine is not by default a high emissions engine and should pass easily anyway, however doing the above will help it to pass better.
Also never take the engine into the centre cold, always give it a good thrash on the way.
If it is running rich and the above don't help then you probably need to get the injectors reconditioned or replaced. The pump is pretty reliable and should not need adjusting. The 2LTE engine pump is also adjusted automatically by the ECU and you can only adjust the peak fuel flow rate anyway.
Also make sure that the aircleaner is clean - any doubts replace it. A blocked air cleaner will seriously increase the emissions.

Just had mine MOT'd
Failed first time with an average of 7.79
Guy told me to stick a bottle of diesel injector cleaner in (which he sold me for £10)
took it for a blast, lots of black smoke and 10 mins later put it back on the machine, it passed with a value of 1.93
The limit for a turbo diesel is 3 (or so he told me)

When I took mine back for the re-test, during the rev up it booted out some smoke but not too much.
When they first did it, it filled the workshop with black smoke
They had to open all the door and put the fans on to clear it before they all choked
According to the guy that did my MOT, he said they will always smoke a little, and the first reading will always be worse, something to do with the turbo

They do two tests on Diesels as far as I am aware.
1. Visual smoke test - it's got to be like a James Bond smokescreen effect before they fail you on this one - you get a lot of slack on smoke under accelleration.
2. CO2 emissions. The smoke is not directly associated with this however if it does smoke a real lot, then you can be pretty much sure that the emissions will be higher.
The Smoke (we are talking black smoke here, not blue (oil) or white (steam)) is heavy carbon deposits which are caused by unburnt fuel. All diesels smoke a bit because the burn is never 100% efficient however excessive smoke can be caused by blocked open EGR, duff injectors, low compression, blocked aircleaner, air leaks, bad glowplugs, turbo duff etc etc etc..
