The green turbo light illuminates when the turbo operates.
I would guess the red turbo light is to alert you to a problem with the turbo.

The red one is the engine check light as you say. It also acts as a turbo overboost warning, comes on at 11psi I think.

or it tends to come on if you have a ecu fault code or if the acctuater on the turbo is weak.
