I dont think anyone's done one, but having experience of the chargecooler system on a GT-Four, it looks as though after all the faff of routing water hoses and finding a home for the pump, it would be the best overall solution for cooling. You get to keep the air hoses very short, AND you get the better cooling from having the rad mounted at the front rather than on top of the engine (where it's hottest!)
As far as parts go, you'd need the chargecooler, the water rad, and the pump. The rest of the bits are just hoses, clips etc. You'd need to work out a method of operating the pump. On the GT-Four, its controlled by the ECU and is run when you open the throttle past a certain point. There's probably a suitable signal available from the Surf ECU, or if not, a microswitch on the throttle would do it. A nice project I think. If I needed an intercooler, I'd be tempted.
