can anyone help, the rear tailgate has a panel where the number plate should go . eg when you have rear wheel carrier on , does anyone know how the panel comes off

Not specifically on a 1991 truck, but if its anything like a 3rd gen, there's a couple of nuts, and a few clips accessed from inside the tailgate.
