Alternator drive belts

Hi I am just about to replace the Engine crank pully on my LN130 2.4 K plate and I have noticed that the pullys have space for two belts. While the rad is out should I replace the belt with two new ones? Also what sort of tension do they need on them when I refit them and do I need to clean the black paint off the new pully first?
