vacuum problem

Hi, i have a problem with the vacuum pipes on my surf, it has had a new engine, and i dont think its been connected up properly, it has the following faults:

1. turbo whistling (alot!)
2. turbo light not working, but turbo is boosting
3. idle up not working
4. when air con is on, large amounts of black smoke are produced
5. noise at all engine speeds (in comparison to my previous surf)

there are pipes that appear to be connected to the wrong place, and some vacuum pipes that arent connected at all, including one hanging underneatht the car!

its the 2.4 litre engine 1992 surf.

can anyone help me with this problem?
