'91 would be 2nd gen. Switching the overdrive off is basically telling the transmission to stay out of 4th gear -- it also stops the lock-up clutch coming in until around 48mph (normally it's 40mph).

The light should be on when the OD is off (there'll be an orange ring visible around the switch if OD is off). If the light's flashing, you've got trouble -- probably the overdrive unit won't engage.
