Low Power please help

Since getting a full top end rebuild after blowing the head to smithereens , my surf just doesn't seem to have the same power . Turbo is fine and it's now 6 months after i got the job done .It's a 2.4 and i know it's not as powerful as the 3 but this is rediculous . (dropping down to first gear to go up a slight incline) . Could it be the air flow meter . Can anybody help .
