Air Con Belt

Should the air conditioning drive belt be permenantly in contact with the idler wheel at its top edge, just to the right of the PS pump?

Mine misses it, only contacting it occasionally when the belt resonates a bit.

Yeah, thats all it does, apart from making it a bugger to change the cam belt!!
