80AMP fuse(glow plugs)

hi guys , first i have noticed that this fuse operate starter motor lights in the dash and so on , also when is blown the car doesn t seem to move , (engine runs but car moves very slowly) when i first start the engine this fuse glows red is it suppose to do that??
