Another stoopid question from a first time surfer.....

I was giving the inside of my surf a bit of spring clean, as I was hoovering under the back left seat I noticed that the carpet was velcroed and had a flap which I then opened. Underneath this was a metal flap with a small cavity. Now I know this isn't a hole for importing copious amounts of narcotics but I don't know what it does!! I assume there should be a tool of some kind in there but it is empty at the mo!! No mention in my book of what should be in there. Any clues??
