Don't know about the timing belt/tensioners but it took me about 1 hour to replace the rad on my 2.4 and that was without any clue as to what I was doing - just did it as I went along.
So that would be 9 hours to do a timing belt?!?! Even with a 5 hour lunch break I would think the time they have quoted seems excessive! No longer a Surf owner.

Just a word of warning if they are replacing the radiator and doing the belt.Make sure the timing belt tensioner and idler sprocket bearings are checked while they have it apart.A new water pump is also recommended at the same time along with checking the crank and cam seals. Also make sure that after the work is done that they have properly bled the cooling system of all air.If anything goes wrong with the above then it could mean a new head.
