body/suspension lift

Hi, whats the cheapest way to get 3-4'' body or suspension lift on a surf? also whats the biggest tyre size i can fit on a 7x15'' steel rim? currently running on 31's.

to make it youself with longer bolts and cut your own spacers.

bigest tyre would be a 44" may need wider rims though.
