gadget on dash

anyone seen one of these and knows what it is ?
my research shows the brand is associated with scanners and the like but i cant find this item anywhere
only markings say : yupiteru and it has an on/off switch hidden under steering column and an led on/off switch on item

i was thinking rader scanner but no need for leds on the dash.

i'm thinking its either car alarm or remote start.
have a look see if it has a fuel heater fitted.
